The predatory gambling trade puts a lot of effort into trying to give the appearance it is concerned about addicted, out-of-control gamblers yet they continue to block new, meaningful proposals to address the issue. That's because the trade's business model is based on these addicted and heavily in-debted people: 90% of their gambling profits come from 10% of the people they target, making nine out of every ten casino visitors irrelevant to the casino business model. Bill Kearney, a committed Pennsylvania activist, has led an effort in his state for three legislative sessions in a row to force casinos to send monthly statements to every patron about the amount of money they wagered and lost for the prior month. The proposal has been roadblocked each session. In a recent email, Kearney makes the case: "And it’s not just because patrons will curb their casino spending after seeing their mounting losses in black and white. What they’re also concerned about is the simple fact that no one in our country has ever sued a casino for their losses and won. But with a paper trail showing how casino operators cultivate many of their patrons who eventually will become criminals, and sometimes suicide victims, would make it a no-brainer for even a half decent attorney to convince a jury to hold the casino operator accountable for exploiting compulsive gamblers... And that’s why the gambling operators have been doing what ever it takes to make sure casino monthly statements never become a reality." Excellent work, Bill. Keep pushing. Here's a link to his proposal.
